Council authorizes bid for Woodland Library patio expansion

Assistant to the City Manager Anthony Carnoseka presented the project history and said the design builds on earlier library‑commission work and endowment funding. Freddy Wheeler, representing the Los Altos Library Endowment, described renderings that include expanded seating, permeable pavers, a small play area and a widened pathway that can accommodate a bookmobile or delivery vehicle.
Council Member Meadows moved to authorize issuance of a formal bid and to find the project exempt from CEQA section 15301; the motion passed with a second from the vice mayor. Council Member Weinberg recused from the discussion and vote due to a real‑property proximity disclosure.
What happens next: Staff will release the bid documents and proceed with procurement per municipal purchasing procedures. The endowment indicated donated furnishings will be coordinated with library staff.
