City staff explained the COPS grant provides $500,000 intended to support hiring (the grant is structured to support several positions during a three-year performance period). The grant requires the city to maintain the funded positions for at least one year after the grant ends; staff said the city expects to retain the employees and will use general-fund revenue and future development-related revenues to support ongoing personnel costs if required.
On graffiti enforcement, staff described the Graffiti Tracker program, which archives photos, times and locations so investigators can aggregate images and pursue felony cases when damage thresholds and linkage to individuals support elevated charges. Councilmembers praised the recent neighborhood cleanup efforts tied to enforcement work.
Council also discussed an application to a county solid-waste program seeking $250,000 for cleanup under an H Boulevard/Mission bridge and San Antonio Creek channel, and a renovation of the Montclair monument sign. Staff said the city will pursue the grant and, if the full amount is not awarded, the city has previously committed resources to address the site.
A councilmember moved, the motion was seconded and the consent calendar was adopted by the council at the meeting (roll-call indicated unanimous support).
