Owners Bri and Hug Ingram asked the commission to review work at 425 Broad Street after repairs of a rear storage building exceeded the scope of the minor permit and staff determined the work should trigger a demolition permit because more than 25% of the walls were altered.
Staff explained the changes arose during construction when contractors discovered structural issues; much of the work has already been completed to stabilize the building. The proposed scope includes replacement of siding and vinyl windows and installing a window in a gable end where one previously existed; staff and the applicant emphasized the work is at the rear of the lot and not visible from Broad Street.
Commissioners questioned the sequence of permitting and the staff member acknowledged a permit oversight. Commissioners supported approving the architectural review and the demolition determination so that the existing work can be regularized and recorded. The commission approved the action unanimously.
