Capital planning committee reviews maintenance work and project updates; fire-alarm upgrades slated for summer 2027

The Culpeper County School Board capital planning committee met March 25, 2026, and approved the meeting agenda and the minutes of Feb. 25, 2026. Chair Betsy Smith called the meeting to order at 8:30 a.m., and the committee adjourned at 8:55 a.m.

Mr. Robson, a facilities staff member, told the committee that routine seasonal maintenance is underway. He said crews are servicing cooling towers ahead of startup and have begun athletic-field mowing. He reported that toilet partition replacements at Emerald Hill are on schedule: the boys' restroom work is finished, the girls' restroom is in progress, materials have been ordered and completion is anticipated by May 2026.

Staff provided status updates on multiple capital projects. The maintenance warehouse project has gone through several town reviews and staff submitted revised plans seeking required zoning approval; the committee was told the recent plan changes (landscaping, fencing and exterior/site adjustments) are largely procedural rather than costly. At Mountain Run Elementary, staff reported ongoing easement work for a force main, progress on a retaining wall and preparation for the lower-level slab to move that project forward.

Flooring conversion projects at Sycamore and Farmington elementary schools are scheduled after the 2025–26 school year. Controls replacement work at Pearl Sample is complete and pending invoicing. Staff also reported progress on a well and irrigation installation at the CCHS practice fields and said Farmington parking, playground and paving improvements are scheduled to begin this summer and are currently within budget.

The committee was told that districtwide fire-alarm upgrades are planned for summer 2027 and that additional parking work at Pearl Sample has been rescheduled. Larger projects remain in planning or development, including HVAC upgrades at Emerald Hill that are currently in engineering with bidding anticipated this fall, CCHS stadium parking and refurbishment of Eastern View High School's gym.

Transportation and maintenance staff said they are evaluating options to expand the district 'white fleet' through cooperative purchasing. The Sims Drive extension project remains in the county's design and negotiation phase. Dr. Bridal noted continued coordination on the CCHS build irrigation project to ensure proper growth and field recovery following installation.

Board members asked questions and provided comments during the update; discussion focused on timing, coordination between departments and ensuring projects stay within budget. The committee set future meeting dates for April 22, May 20 and June 17, each at 8:30 a.m., all at the School Board Central Office. The meeting minutes were prepared by Sarah Moran and will be approved at the CCSB administrative meeting on April 22, 2026.

Formal actions at the meeting were procedural: the committee approved the agenda, approved the Feb. 25 minutes, and approved adjournment motions (all carried on motions by Elizabeth Hutchins, seconded by Kelly Pearson).
