State Board schedules hearings, flags dozens of appeals and consolidation opportunities

Carrie Skalski, board staff, reported the docket as of March 18, 2026 included appeals filed into the 26100 series and that the numeric count corresponded to about 59 pending entries after initial resolutions; department staff summarized that up to 158 appeals had been filed with the state board when counting the docket numbering conventions.
Skalski and staff said many of the cases appeared related (common parties owning residential subdivisions in Clark County) and could be consolidated, which should reduce hearing time. The board discussed logistics and agreed that contested cases should be heard in person when possible; members said they prefer in-person attendance for hearings that will include testimony and contested evidence.
For scheduling, the board tentatively set April 29 for a northern Nevada hearing to address nine cases from Washoe, Humboldt, Lyon, Elko and Carson City; the board also set aside June 3 and 4 for hearings in Las Vegas, with the possibility of moving to the second week of June if parties or staff need those dates adjusted.
No formal vote was required on the schedule, but staff will continue to refine the docket and consider consolidation where appropriate and practicable.
