After project approvals on April 6, members of the Palm Springs Architectural Review Committee spent substantial time discussing the committee’s role relative to the Planning Commission and how recent state law and local practice limit subjective review of housing projects.
Ken, a city planner, said state rules enacted since 2017 constrain ARC to objective criteria when reviewing housing: “the only thing that you may consider on housing projects are those that are of objective criteria,” he told members, urging the committee to focus questions on the findings in staff reports rather than subjective preferences.
Members described practical frustrations when applicants receive differing comments from the Planning Commission and ARC; staff acknowledged the problem and said the city is working on a comprehensive zoning code update, expected around 2027, to create clearer objective criteria for both residential and commercial evaluations and to reduce applicants being sent back and forth between bodies.
Chair O’Donnell and staff committed to more active guidance at future hearings to keep ARC comments within its legal purview. The exchange closed the meeting, and the committee adjourned.
