Willard manager updates council on water-plant progress, giveaways, holiday events and range repairs

At the Nov. 17 council meeting the City Manager reported progress on several municipal projects and announced multiple community events.
Water treatment and public works The manager said two clarifiers at the water treatment plant have been replaced and the new clarifiers have been operational since October. Work is ongoing at the intake building (electronics updates) and a pump replacement is underway; a building will be used to store powdered activated carbon in bulk and hatches were installed at the reservoir to allow crane access for 30-foot pump maintenance. The manager said the city hopes to complete the project in February or March 2026.
Community events and donations The next food giveaway is scheduled for tomorrow from 3:00 p.m. until 4:30 p.m.; the manager said about 500 people are registered and there is a waiting list. Wreaths Across America will be observed Dec. 13 at 9:00 a.m. at Greenwood Cemetery and the annual Festival of Lights will return Dec. 5 at Willard Park with about 90 entries so far. The Christmas Parade is scheduled for Friday. The city received a $5,000 donation from the Willard United Fund to purchase two AEDs for park placement (Depot and Elks Field) and a $500 donation from Sutton Bank for the Festival of Lights; council approved both donations.
Operational notes and facilities Maintenance reported a new 30-foot Christmas tree (acquired used; transported by Dutch Maid) and work on the Fratta Shelter floor and two of four bulk water station floors; the new bulk water station will use swipe cards rather than tokens. The spring street sidewalk project was inspected by ODOT, which required minor contractor corrections.
Police range repairs The city previously sought assistance from an Air Force engineering unit for work at the police shooting range and was initially rejected; after reaching out to the unit commander they inspected the site last week and the city plans to reapply with their assistance.
Council members thanked staff for maintenance and street work; a councilmember requested a sewer-district report in response to blocked grates and culverts reported on Theo Moll Drive. Council adjourned after the comments.
