Willard reviews Gahr Farm subdivision plans and lagoon dredging needs

Willard City Council received a report on Nov. 3, 2025 about planned development at Gahr Farm and related wastewater infrastructure needs.
City staff said the Gahr Farm project would create 34 lots and that the city will apply for rural infrastructure funds to support development. Council asked whether the existing wastewater lagoon could handle added flows; the manager said the city owns property south of the current lagoon and that part of the budget includes dredging the lagoon, which "has never been dredged."
No engineer’s report, sewer capacity study, construction schedule, or estimated dredging cost was included in the minutes; council asked staff follow-up questions and noted that lagoon expansion or dredging would be necessary before large-scale buildout. Other public-works activity reported at the meeting included hydrant flushing, valve exercises, recent main repairs, installation of a tap and the final asphalting of the season.
Council also received event and operations notices, including the 6th Annual Festival of Lights beginning Dec. 5 (weekends 6:30 p.m.–10:00 p.m.) and the 38th Annual Christmas Parade on Nov. 21.
