Willard council adopts airport grant resolution, accepts ZBA recommendations and local donations

The Council of the City of Willard on Nov. 17 voted to authorize an application for supplemental direct grant funds from the Ohio Department of TransportationOffice of Aviation to pave the Willard Airport runway and to accept local Zoning Board of Appeals recommendations and community donations.
Council adopted Resolution 2640-25 authorizing the city manager to submit a 90/10 ODOT Office of Aviation supplemental direct grant application for the Willard Airport and to accept the grant if awarded. City Manager (name not specified in the minutes) told council the full project would cost approximately $430,000; the grant would cover 90% with a 10% local match. The resolution was offered by Councilmember Olson and seconded by Councilmember Danhoff; the motion carried with recorded yeas by Councilmembers Babcock, Danhoff, Daniel, McKenzie, Olson and Sattig.
Council also accepted Zoning Board of Appeals minutes and their recommendations on two property matters. The ZBA recommended denying a variance for a proposed extra parking pad for a camper at 514 West Laurel Street because the request did not meet the required 35% standard and because the camper is not owned by the property owner; council moved to accept the ZBA recommendation. On 814 Park Street the ZBA allowed the work to remain contingent on the homeowner correcting concrete placed in the right-of-way and where it meets the road; homeowner Bruce told council his contractor is registered and he believed permits were in order, and his wife Phyllis Bruce described safety benefits for their family; council accepted the ZBA-contingent remedy.
The council also voted to accept a $5,000 donation from the Willard United Fund to purchase two automated external defibrillators (one to be mounted at the Depot and one at Elks Field) and a $500 donation from Sutton Bank for the Festival of Lights. The donation motions were moved by Councilmember Olson and seconded by Councilmember Danhoff and were recorded as carried.
Other routine minutes and reports were approved by roll call earlier in the meeting. The council adjourned after receiving community and operational updates from the city manager.
