Planner Mr. Carter described the business as a specimen-collection medical facility providing urine, oral fluid and hair testing for employment screening, including Department of Transportation and non-DOT clients, with plans for mobile operations. The planning commission reviewed the application Nov. 25 and recommended unanimous approval subject to the conditions in the packet.
Council members asked whether testing would be pre-employment or for on-the-job incidents; staff and the presentation indicated both uses are typical and that pre-employment screening is the likely common use. Council members also pressed the applicant and staff about safeguards against sample substitution and emphasized the need for robust screening protocols; staff said state licensing and health-department standards will apply.
The public hearing closed with no speakers and the council voted to approve the conditional-use permit. The business must meet all applicable state licensing and health regulations before opening.
