Town clarifies NCDOT Rockfish/Golf View work is storm-drain installation, not a new town road

Town staff used the Jan. 5 meeting to respond to resident concerns about heavy construction near the former golf-course property, explaining that NCDOT's contractor is installing a 42-inch storm-drain line in an easement behind the course as part of the GU Rockfish Road widening project.

Chancellor Nash emphasized that the trenching, which reaches about 15'18 feet deep in places, is being done by Fred Smith & Company on behalf of NCDOT and is unrelated to any town-built roadway. The town confirmed earlier decisions to close a previously proposed stub road (Crampton) unless a developer submits a site-plan revision; staff said the approved conditional zoning for the apartment/townhouse project does not permit a roadway connection in the current plan.

Work will require periodic short closures while contractors install pipe segments, staff said, and the contractor will restore and pave affected sections once installation is complete. Public works staff told the board the localized trenching will continue for several weeks to months depending on phasing; staff committed to issuing public notices about closures and repaving plans.

What residents asked and what the town said: Residents raised concerns that clearing on the former golf-course parcel signaled a new road; staff replied the clearing is for an NCDOT outfall easement and that any change to the site plan that would reopen a previously closed stub would require formal return to the board for approval.

Next steps: Public works will coordinate community notifications as trenching and permanent repairs proceed.
