Controller David Prestoine read three bids: Protek Asphalt Maintenance of Newcastle at $43,796.10, Right Passport & Concrete at $49,161.57 and Young Paving at $49,524. Prestoine noted there were three bids received and that past practice is to have planning staff consult with other offices and the township engineer before returning with a recommendation. "We have three bids," he said while reading the amounts.
Commissioner Sonado and staff emphasized that CDBG-funded projects require award to the "lowest qualified bidder," and the board voted to table the bids until planning confirms qualification and compliance with funding rules.
Why it matters: Tabling the award preserves compliance with CDBG procurement rules and gives planning staff and the Mahoning Township engineer time to verify bidder qualifications and grant-related requirements. The board expects a recommendation next week or within a few weeks.
