DeSoto County Planning Commission approves three subdivisions, tables Market at 305 rezoning

The DeSoto County Planning Commission on April 2 unanimously approved three final subdivision applications and granted preliminary approval to another project, while tabling a rezoning request for a commercial site until May 28, 2026.
Planning Commission Chairman Floyd Fiveash called the meeting to order at 6:30 p.m. in the County Administration Building in Hernando. Commissioners approved the February 26, 2026 minutes on a motion by Commissioner Scott Ferguson, seconded by Commissioner Robert Carter.
Mr. Hopkins, a planning staff member, presented the Market at 305 rezoning application (RZNE-000837-2026) for 5.1 acres to be rezoned from A-R to C-4 (Planned Commercial). Mr. Hopkins said the applicant requested the item be tabled until the commission's May 28 meeting. Commissioner Robert Carter moved to table; Commissioner Kim Terrell seconded, and the motion passed unanimously.
The commission granted preliminary approval to The Preserve (SUB-008061-2026), an application to create 22 lots and three common open spaces on 55.79 acres of a larger 148.96-acre tract. Andy Richardson, representing the applicant, said the owner proposed converting some previously designated common area into two residential lots while retaining a 0.5-acre common area fronting Tulane Road. Commissioner Scott Griffith moved to approve preliminary subdivision; Commissioner Seth Steadham seconded and the vote was unanimous.
The body approved a final revision to Foxwood Plantation involving Lots 30 and 40 (SUB-008060-2026). Ms. Hendricks told the commission the applicant owns both lots and an adjacent outparcel that will be absorbed into Lot 40. Commissioner Scott Ferguson moved to approve the final subdivision; Commissioner Robert Carter seconded and the motion passed unanimously.
The commission also approved St. Brigid (SUB-008064-2026), a final subdivision of 25 lots and one common open space on 49 acres. Andy Richardson said the applicant is ready to begin construction and that the cul-de-sac was enlarged at the Fire Marshal’s request and to provide space for mailboxes. Commissioner Robert Carter moved to approve; Commissioner Selena Baker seconded and the motion passed unanimously.
Finally, Crosswinds Phase 5 (SUB-008065-2026), the last phase of the Crosswinds subdivision, received final approval for 37 lots and one common open space on 26.55 acres. Johnny McBride, representing the applicant, said house types and square footage will match earlier phases. Commissioner Kim Terrell moved to approve; Commissioner Robert Carter seconded and the motion was unanimous.
Commissioner Scott Ferguson moved to adjourn the meeting; Commissioner Kim Terrell seconded and the commission voted to adjourn.
