Willard council waives waiting period and adopts ordinance to replace City Hall façade

The Willard City Council on Feb. 17 adopted Ordinance 6024-26, authorizing the City Manager to execute Budget Alternative #1 with Janotta and Herner to replace the dilapidating exterior façade of City Hall. Council moved to waive the seven-day waiting period and adopt the ordinance as an emergency; the motion to waive and the motion to adopt were both moved by Councilperson Olson and seconded by Councilperson Danhoff, and all seven councilpersons voted in favor.
The ordinance was presented by title at the meeting and references Ordinance 6011-25 as permitting authority for the contract arrangement. Councilmembers discussed scheduling and indicated the same crew working on the Police Station project would handle the façade work once start dates are confirmed. Councilmember McKenzie asked whether Janotta and Herner had a start date; staff said work can begin as soon as approvals are complete.
The ordinance adoption was recorded as an emergency ordinance and the Council took a unanimous roll-call vote to approve it. No amendments were offered during the Feb. 17 session.
