City staff presented a feasibility report on potential sanitary sewer, water and roadway improvements for the Welton/Ashley/Baywood area that would establish a lift station on Clearwater Road, extend sanitary lines down neighborhood roads and reconstruct pavements to current city standards.
The presentation included estimated project costs by utility type, an ERU‑based assessment method for properties, and a table showing the assessed portion approximations used for CIP planning. Staff noted zoning changes would be required in some RS parcels to enable development and emphasized the project is currently staged for work beginning in 2029. The presentation also included maps marking assessable, deferred and exempt parcels and flagged the potential for lots splits that could affect future assessments.
Council members asked staff to provide clearer, higher‑resolution copies of feasibility attachments and to break out total costs, assessments and WAC/sanitary fees in an easy‑to‑read table for property owners. Staff agreed to provide printed copies and clearer tables to help owners understand specific assessment impacts.
Next step: staff will supply the requested materials and maintain the project in the CIP planning schedule for further review and public outreach.
