Yamhill County clerk briefs commissioners on online registration, postmarks, archiving and election prep

County Clerk Carrie Hinton briefed the Board of Commissioners on recent election-related changes, recordkeeping improvements and preparations for an active election year.

Hinton explained House Bill 4133 (passed in 2022 and effective Jan. 1, 2023) required the online voter-registration system to permit qualified individuals to register using a valid Social Security number and gave the secretary of state's office until Jan. 1, 2026 to implement the change. "The purpose of the bill was access," Hinton said, adding that online registrations use the same verification checks as paper registrations.

On vote-by-mail timing, Hinton summarized recent U.S. Postal Service guidance describing what qualifies as a postmark and warned that time-sensitive mail could be affected depending on processing plants; she reiterated ballot-return options including hand cancellation at a post office, drop boxes, or in-person delivery as the safest ways to ensure timely receipt.

Hinton said the county's property-recording alert service now has more than 800 registered users and described a vendor-backed digitization and archiving project to preserve and make records searchable. She also told commissioners staff are budgeting for vendor-price increases and anticipate 6—6% growth in licensing and maintenance costs.

Hinton closed by reminding commissioners that the county follows verification procedures, mails non-forwardable notices after registration updates, and will continue outreach to voters ahead of upcoming elections.
