Aztec approves development agreement with Tractor Supply, aims for construction in January

The Aztec City Commission on Nov. 18 approved a development agreement with a Tractor Supply-related real estate LLC that sets a timeline and responsibilities for site work, utility relocations and street improvements ahead of planned store construction.
City officials said the developer expects to begin construction in early January and is targeting a July 13, 2026 certificate-of-occupancy and opening. "They want to start January, first part of January, and they're looking for a certificate of occupancy and opening the doors July 13th of '26," the Mayor said.
The agreement includes commitments for site demolition, median resurfacing on North Rio Grand (including 10 feet beyond the final cut), electric easements to move a main power line and base infrastructure such as conduit and light‑pole bases. Nan (staff) told the commission the developer will pay required fees and is responsible for certain utility repairs at the property line; the city will not pay for deteriorated sewer connections that belong to the developer's parcel.
Commissioners discussed the source of the $190,000 previously identified for the project as outdoor recreation grant money and said the city will front the costs and submit documentation for state reimbursement. "As soon as they start construction and get their sub in to do the demo work and site work, I've communicated to them the contractor, the developer to get us that documentation so that we can submit to the state for reimbursement," Nan said.
The agreement also anticipates capturing millings and other materials for city use where feasible. Officials said the development agreement and final plat, plus payment of required fees, were the three key pieces needed to move the project forward.
The commission voted to approve the development agreement after a brief discussion about street lighting conduit and ensuring all conditions are documented. The agreement was approved by motion and second.
