West Allis committee holds Manny’s Urban Bar license renewal for 30 days pending change-of-agent application

The West Allis Public Safety Committee voted to hold for 30 days the renewal application for Manny’s Urban Bar and Grill, 6300 West Lincoln Avenue, after committee members said the business continued serving alcohol after its provisional license expired.
Agent Daisy, who represents the business at the hearing, told the committee she completed required classes and paid fines but is in the process of arranging a vehicle and an interlock device required for license reinstatement. The city clerk testified that staff emailed the agent on Feb. 9 and Feb. 23 as a courtesy before the provisional expired on Feb. 28 and that the agent later contacted staff on March 2.
Committee members said staff observed continued alcohol service after the provisional expired and that the police conducted a tavern check on March 5 at 4:15 p.m.; the clerk said officers warned staff but did not issue a citation. A committee member told the agent, “you just keep blowing us off,” and the agent responded, “No, I didn't.” The clerk said she had told the agent, “Your provisional has expired. You need to stop selling alcohol.”
Council members discussed options including issuing notice of nonrenewal (which could delay any change-of-agent application and extend the lapse) or granting another opportunity under conditions. They noted procedure requires a new license application to be held in the clerk's office for 15 days before the common council hears it, which affects the timing of any resumption of alcohol sales.
Alderman Hos moved to hold item 35 for 30 days in anticipation of a change-of-agent application; the motion was seconded and carried. The clerk said the change-of-agent application has a $10 filing fee and a $16 background-check fee. Committee members said alcohol sales must remain halted until a compliant agent files and the application proceeds through the required steps.
Agent Daisy said fines were paid and that her driving points had been reduced to three, but she said she does not yet have a vehicle to install an interlock. The committee suggested the business identify a new agent if Daisy cannot meet the agent responsibilities required by the license.
