Crowing County seeks Baxter’s municipal consent for CR-170 reconstruction; council approves easements

Crowing County officials asked the Baxter City Council for municipal consent to reconstruct County Road 170 — from the Cass County line to east of Mount Nash Drive — and to accept right-of-way easement offers on three city-owned parcels. The council adopted Resolution 2025-104 to provide that consent and to authorize execution of the easement agreements.
County presentation and design goals
Jordan Larson of the Crowing County Highway Department told the council safety was the project’s chief goal: a full reconstruction (not an overlay) was proposed to address pavement and drainage deficiencies, improve sight distance and discourage high speeds. The design calls for a 12-foot travel lane with 6-foot paved shoulders in rural sections and a 33-foot right-of-way in urban areas, with a typical rural right-of-way expansion to 50 feet where needed.
Environmental and schedule details
Larson said the county is planning tree clearing to support sight-distance and drainage improvements, and highlighted features intended to protect local wildlife, including culvert turtle crossings and sediment-settling structures for runoff that will help filter water before it reaches the nearby creek. The county plans to bid the main construction contract in February, begin tree clearing in February or March, start main construction in April and complete the project by next September to minimize school-transport disruption.
Council action
The council moved to adopt Resolution 2025-104, giving municipal consent for the reconstruction and authorizing acceptance of right-of-way easement offers for three city parcels that the county needs to acquire. A public-hearing portion required for a related Clearwater Park consent item was opened as part of the proceedings.
