Baxter council declines to pursue annexation of disputed Northdale parcel after owner objections

The issue arose after staff explained that a portion of the northern end of the improvement area lies outside Baxter’s corporate limits near the Northdale development and that annexation would allow the city to assess benefiting parcels for public-works costs. City Attorney Greta Burees provided written guidance explaining the city can pursue annexation voluntarily or later and may reserve assessment rights while proceeding with the project.
