Councilors on Tuesday pressed staff for more information about a proposed MnDOT design for the 371/Excelsior corridor often described at recent meetings as the "button hook" option.
Council Member Sunberg and others said traffic simulations are useful but requested real‑life examples of the design in operation and asked MnDOT to provide drawings that show local access impacts. "Traffic simulations really can't identify what real harms you're going to do on these roads," Sunberg said, asking staff to obtain examples and clarifying materials before the council reaches a municipal consent decision.
Staff summarized that MnDOT and an advisory committee are assembling responses and frequently asked questions for the project webpage and said council comments will be forwarded. Councilors asked whether previously vetted alternatives remain available to consider, and whether raising Excelsior or other designs might reduce local impacts compared with a tall retaining structure through town.
The council agreed it would be valuable to host a focused workshop or "kitchen table" meeting with MnDOT to allow council members to ask detailed engineering questions; staff said they will propose tentative dates and try to arrange a workshop. Members also noted a public hearing had produced letters from residents (Rick Morris and Tanya Roush) that will be added to the project file.
Staff and councilors referenced funding, design options, and tradeoffs; one speaker cited a figure of $5 million as the city's local share as a point raised in public testimony. Council requested that MnDOT provide comparison drawings and examples of similar designs, and directed staff to coordinate the meeting and circulate materials in advance.
