Redbank council adopts construction fee update and adds parking by Dr. James Parker Boulevard; consent resolutions pass unanimously

The Redbank Borough Council on Dec. 11 adopted two ordinances and approved a package of consent resolutions during its final 2025 meeting.

In a final reading and public hearing, the council adopted Ordinance 2025-30, which updates construction fees in the borough’s uniform construction code. The ordinance, introduced Nov. 13, drew no substantive public opposition; council members moved, seconded and passed the measure by roll call with all members voting yes.

The council then held a final hearing on Ordinance 2025-31, which revises time-limited parking regulations on the south side of Drs. James Parker Boulevard. Resident Freddy Boon told the council he was concerned about newly painted no‑parking areas near a church and asked why markings appear to extend into spaces previously used for drop‑offs and short‑term parking. Boon said the paint removal and sign changes left the area with fewer spaces for churchgoers and daycare drop‑offs.

Mayor Portman and borough staff explained the ordinance restores one parking spot in front of the church and clarifies where restricted zones apply; staff said some earlier markings resulted from a 2023 ordinance implementation and were corrected by the Department of Public Utilities. "Then they painted it all the way down," Boon said, describing the change he had photographed. After hearing public comment, the council closed the hearing and adopted Ordinance 2025-31 by unanimous roll call.

On the consent agenda the council approved Resolutions 25-240 through 25-255 in a single roll‑call vote; no items were pulled for separate discussion.

What happens next: Both ordinances were adopted at the meeting and will take effect according to the borough’s ordinance schedule. Borough staff said they will continue on-the-ground adjustments and enforcement around Drs. James Parker Boulevard to reflect the adopted parking changes.
