Residents press Franklin Township on snow removal, senior center heating and recycling rollout

Multiple residents told the Franklin Township Council at its Feb. 10 meeting that recent storms left streets and sidewalks dangerously icy and that municipal snow‑removal practices have been inconsistent.
Joyce Lee told the council she had to park three miles from the meeting and described ice buildup at an exit on Timber Hill Drive; she also asked when heat would be restored to the township senior center meeting room. Deborah Inman said her street had been plowed down the middle leaving four feet of snow near the curb and little salting. Javon Walker and others urged additional review and oversight of contracted plowing routes.
Township officials said the winter storm challenged normal operations: the manager said the township runs 45 snow routes (20 contractor, 25 in‑house) covering roughly 240 miles and that salt loses effectiveness below about 15–20°F. The police department added it staffed additional officers to respond to plow‑operator radios, and the manager said he would follow up on enforcement where cars blocked plowing.
On the senior center heating issue, officials said the equipment delivering heat has been checked and that the problem appears confined to one large meeting room; a mechanical engineer under contract will inspect the new boiler system to determine whether the room's size, wall of glass and extreme low temperatures exceeded the system design.
On recycling rollout, council members said there are enough recycling carts but an ongoing supply‑chain shortage of collection trucks means the township cannot complete a broad equipment‑driven expansion; the manager said orders are placed but truck delivery times are at least a year.
Council members asked for staff follow‑up on particular street complaints and pledged to continue working on enforcement, targeted warrant and turn‑count studies for traffic concerns, and engineering review of the senior‑center heating problem.
