Health Department representative Clayton Gaskin told the board staff had evaluated nine EMR vendors and selected a subscription product they believe will better meet the department’s needs and integrate CMS updates. Because the subscription qualifies under GASB 96 as a subscription‑based information technology arrangement (SBITA), the county must record the full contractual amount as a capital outlay even though the amendment does not require additional funds. Gaskin said the three‑year subscription totals $65,715.
The county confirmed a June 1 go‑live date and said onboarding and staff training will occur before then. Commissioners voted by roll call to approve the budget amendment and thanked health staff for hospice and other public‑health services.
Why it matters: moving to a modern EMR is intended to improve service quality and compliance with CMS updates, and the accounting treatment requires a budgetary reclassification. The vote authorizes the county to proceed with onboarding and contract administration.
