During review, a senator raised questions about new language in lines cited in the transcript as page 7, lines 185–188, which treats work or improvement "for a military installation and located within an enhanced use lease area" as being "for public uses and purposes." Members said they were unsure who added that language to the draft. Mr. McNair told members the language is existing text in the draft and that staff would follow up to identify its origin and report back before floor consideration.
A motion to give HB142 a favorable report was made, seconded (the transcript records a second by "Senator Sessions") and approved by voice consent. The transcript does not include a roll-call tally for the motion.
The delegation recorded that it would follow up with staff to determine the provenance of the military-installation language before further action on the bill.
