The Wyoming Planning Commission voted to adopt proposed zoning text amendments that revise definitions and clarify where animal daycares, grooming businesses, overnight boarding and kennels may locate, and recommended the changes to the City Council.
Planning staff presented the amendments as a package that consolidates multiple code sections and updates both Euclidean and form-based code tables. “The recommended amendments are to update the existing definition of animals and kennels and expand the opportunity for less intense but similar uses within the city's commercial corridors,” planner Joe told commissioners, explaining that the changes respond to a business owner’s request raised at a recent City Council meeting.
Under the proposal, the city would distinguish three tiers of animal uses: animal daycare (daytime care, not overnight), animal boarding (overnight indoor care) and kennels (overnight care, indoors or outdoors). Staff said animal daycares and grooming facilities would be permitted by right in certain corridor districts and listed as principal permitted uses in B1 (and thereby included in B2 and B3 where the ordinance is inclusive). Animal boarding would be allowed as a special land use in B1 and in the B3 planned shopping business district; kennels would be moved to be a special land use in I1 (light industrial) to allow facilities that include outdoor exercise areas while remaining permitted by right in I2 (general industrial) under the code’s structure.
Joe outlined the long list of specific code sections to be amended across chapters of the zoning code and the form-based code tables and recommended the Planning Commission adopt the text amendments and forward them to City Council.
A motion to adopt the proposed text amendments was made and seconded; a roll call vote recorded affirmatives from the commissioners present and the motion passed, sending the recommendation to City Council for final action. The commission did not receive public testimony during the hearing on this item.
Next steps: The commission’s action is a recommendation to City Council; final adoption of the zoning amendments will be decided by that body in a subsequent meeting.
