The Wyoming City Council voted April 6 to proceed with phase two of a multiyear enterprise resource planning (ERP) replacement by contracting Plante Moran to develop a request for proposals, evaluate submissions, oversee demos, and assist with vendor selection and contract negotiation.
Staff described the city’s current ERP as more than 20 years old and limited in forecasting and cross‑department integration. Jody (city staff) said the current system only produces summary data that requires extensive manual work to build forward‑looking financial models. Councilmember Brethauer said the phase‑two work is intended to translate the needs assessment into technical RFP language and evaluate vendor responses.
Plante Moran’s scope will include meeting with departments, compiling technical requirements gathered in an earlier needs assessment, and drafting the RFP to attract vendors that can handle financial forecasting, HR functionality (including employee self‑service and benefit enrollment), and integrations with departmental systems such as Parks and Recreation and treasury software. Staff said implementation (phase three) would be a multiyear rollout, launching modules incrementally to avoid operational disruption.
Council members asked whether staying within a vendor family could allow data migration and potential cost savings; staff said some vendors may offer migration options but that the city needs an RFP to learn the available approaches. The council approved the phase‑two contract by roll call; staff will return with procurement steps and timelines as the RFP process proceeds.
