"There is no locking mechanism on these garbage barrels," Steve Mack said. He told the board the sanitation company often pushes the barrels onto the sidewalk after emptying them, and on windy days the unsecured barrels can roll into the street or onto property. Mack said he had photographed debris — including shards of glass and metal — left behind near the school and left those pictures with board staff.
Mack described the barrels as large enough to hold multiple garbage bags and said the lack of a locking mechanism creates a potential hazard for pedestrians, vehicles and nearby property. "It's a very unsafe situation," he said, describing an incident in which he chased and secured a rolling barrel.
