City moves to buy 704 East 15th Street; site in state cleanup program, staff says

City staff reported the results of a Phase I environmental assessment for the parcel at 704 East 15th Street and said the property will be presented to the city commission on March 24 for consideration and to the CRA on April 7 to discuss use of CRA funds.
The Phase I identified contamination consistent with a former gas-station use. Staff said the parcel is enrolled in a state cleanup and monitoring program (site accepted into the program in 1984) and that the state will continue monitoring and will not block development so long as developers coordinate site plans with the agency's requirements and sampling wells. Staff said the state's oversight means necessary cleanup monitoring is paid for by the program, though developers should provide site plans so the agency can coordinate monitoring well placement and access.
Staff said the city is looking to move forward with a purchase offer of $175,000; an appraisal on the site was cited at $250,000. Staff indicated they will proceed to the city commission agenda on March 24 and return to the CRA on April 7 for use of CRA funds to complete the acquisition and related site planning. No vote to purchase was taken at the CRA workshop; the matter is scheduled for formal consideration at the city commission meeting.
