Developer seeks extension for Glenwood Town Center; storm-water engineering cited as key hurdle

Staff told the CRA board that Sanc Kofa Group, represented by Pedro Gasant, has requested a five-month extension of its due-diligence period for the Glenwood Town Center parcel, citing storm-water and FDOT engineering requirements as the principal complications.
Board members noted the developer previously had an extended due-diligence period without substantial progress and asked that the developer or his engineers attend the April board meeting to explain what solutions they are proposing and what can realistically be accomplished in the requested extension. Staff said engineering consultants (Anchor Engineering was mentioned) have proposed several solutions and the issues facing a future developer are likely to be the same.
The board discussed technical options including underground storm-water storage under parking areas and potential coordination with FDOT during scheduled road improvements; staff cautioned that underground systems can add substantial costs, citing a nearby example where underground storm-water raised project costs by roughly $1 million. Commissioners said they would like specific progress targets and engineering plans before approving a long extension so the site does not remain tied up indefinitely.
Staff will place the developer's extension request on the CRA agenda for April 7 and attempt to secure attendance by the developer or his engineer to discuss proposed solutions and schedules.
