Regional Rail Authority approves MOU with City of Carver for levy repair that affects trail access

At the April 7 meeting the Carver County Regional Rail Authority considered a memorandum of understanding with the City of Carver for a planned levy repair project that impacts the Minnesota River Bluffs Regional Trail.
Staff explained the existing levy is in disrepair, does not meet flood‑protection standards and requires access for construction. The city is seeking easement and maintenance authorization; no county construction funds were requested. Project plans were at approximately 60 percent design and city staff expected construction to begin in the fall with completion near 2029. Staff said staging, detour routes and pedestrian access through the trail area remain to be fully determined.
Sam Perz presented exhibits showing the trailhead, easement locations and the planned levy alignment. The regional authority moved and approved the MOU; the board recorded the action after staff discussion that further design and coordination will determine trail impacts and detours.
Staff will continue coordination with the city and return as designs and staging are finalized.
