Franklin City Council accepts public-safety, wellness grants and a soil-and-water MOA
Summary

At the July 14 meeting, the Franklin City Council adopted multiple budget amendments and resolutions to accept outside grant funding and a memorandum of agreement.
The council voted to amend the FY2025–26 operating budget to accept a $120,000 grant from the Virginia Department of Criminal Justice under the Operation Ceasefire program to support forensic and analytical technology in the police department. Council also adopted an ordinance to accept and appropriate $29,890 from the Department of Criminal Justice’s First Responder Wellness Grant Program for Emergency Services to establish or enhance peer-support and wellness programming for first responders.
Council additionally approved a memorandum of agreement with the local soil and water conservation district to allow residents to access technical assistance and services on a cost-recovery basis; staff said the program would not impose a cost on the city but that residents choosing to use the service would pay consultant costs directly.
All three measures were adopted on council motion and roll-call votes.
