Committee lists three CIP closeouts and requests study options for maternal‑health capital concepts

Committee analysts told members that three projects have been placed in pending closeout because they have no expenditures in the six‑year period: the Avery Road Treatment Center, the Emergency Homeless Shelter, and the Neville Street Shelter (phase two). Staff said these projects are fully funded and either completed or expected to be completed in the fiscal year.
Separately, the committee discussed two future CIP concepts requested at a prior HHS meeting: (1) allocating housing units for at‑risk mothers and (2) establishing a birthing center in Montgomery County. Staff recommended initiating discussions among DHS, DGS and the Office of Management to assess program needs, capital implications, operating costs and feasibility. A council member said they will propose a study, have spoken with the county executive, and hope to secure committee support to scope costs and feasibility for future consideration in the CIP prioritization process.
Staff reminded the committee that the council ultimately has the authority to add items to the CIP and that a program of requirements, site selection and cost analysis would follow if the council directs a study. The meeting adjourned after these items were discussed.
