Council honors retiring member Mike Elmlinger; staff retirements, hiring noted

Members extended holiday greetings and closed the meeting after a motion to adjourn carried unanimously. The minutes record thanks to the Elmlinger family and recognition of staff departures; Council did not take formal personnel actions at this meeting—these were acknowledgments and farewells.
