Willard sets aside $500,000 for street projects; installs railroad‑crossing safety measures

The City Manager reported to the Willard City Council on April 6 that the city is preparing a busy season of infrastructure work and public‑service events.
City officials said $500,000 has been allocated for street projects this year; streets named for work include Woodbine, Crestwood, Hillcrest, Leonard, Maplewood and Park, with Howard and South streets listed as tentative depending on bid results. The Manager noted the maintenance department performed concrete work and that the city received a grant that will reimburse materials used for safety improvements at the First Street railroad crossing.
Those safety improvements include installation of 60 feet of delineators on either side of the tracks and guardrails at the alleys to deter drivers from going around crossing arms, city minutes say. Ryan Gilmor ran low‑voltage wiring for the police station renovation, which officials said will get painting and a dropped ceiling this week and continued façade work.
Other operational notices included a citywide food giveaway scheduled for April 21 (the program has been extended another year), City Clean Up April 24–25 with dumpsters at the Soccer Complex and a Saturday tire and paint recycling event (tires: $4 off rim, $5 on rim), and the citywide garage sales May 7–9 (registration $3; proceeds to the food bank). Hydrant flushing and valve exercising will begin the week of April 27; the Manager reported there are 488 hydrants to be flushed. ANEW has allocated $10,000 toward expanding park electrical service for events; AEP will install poles for that project. The city also said Willard has been recognized as a Tree City USA for the 45th consecutive year.
