Willard council adopts three emergency ordinances and appoints two to Personnel Appeals Board

Council President opened the meeting and the Clerk recorded the roll call of councilpersons Babcock, Danhoff, Daniel, McKenzie, Olson, Sattig and Vanichek. The council first approved the minutes of its March 16, 2026 meeting after a motion by Councilperson Olson and a second by Councilperson Danhoff; the vote was recorded as unanimous.
Councilperson Babcock nominated Mary Ritz to a two‑year term on the Personnel Appeals Board; the nomination carried on a unanimous roll‑call vote (Babcock, Danhoff, Daniel, McKenzie, Olson, Sattig, Vanichek voting yea). Babcock then nominated Nick Kousma to a two‑year term on the same board; that nomination was also approved unanimously.
The council considered three ordinances presented by title by the Clerk. Ordinance No. 6025‑26 amends the 2026 annual revenue and appropriations in Celebration Fund 817 (Centennial/Sesquicentennial). Ordinance No. 6026‑26 amends the 2026 appropriations in Fund 216 (Safety Services Income Tax Levy). Ordinance No. 6027‑26 calls the Personnel Appeals Board into session. For each ordinance Councilperson Olson moved and Councilperson Danhoff seconded that the usual seven‑day layover be waived; each motion passed and each ordinance was adopted on unanimous votes recorded by the Clerk.
Separately, the council accepted a donation of $1,727.54 from the Willard Moose Lodge and directed the funds to Fund 817 (Celebration Centennial/Sesquicentennial) after a motion to accept carried unanimously.
With no further business the council adjourned following a motion by Olson and a second by Danhoff.
