Willard Council adopts fiscal-year transfer and appropriation ordinances, accepts holiday donations

The Council of the City of Willard unanimously adopted two year‑end financial ordinances on Dec. 15, 2025, approving needed transfers and the annual appropriations for the fiscal year ending Dec. 31, 2026.
Ordinance 6016‑25, permitting necessary transfers during the fiscal year, was presented on second reading by title and adopted after a motion by Councilmember Olson and a second from Councilmember Danhoff. All seven councilmembers listed in roll call—Babcock, Danhoff, Daniel, Elmlinger, McKenzie, Olson and Sattig—voted yea.
Council then approved Ordinance 6017‑25, the annual appropriations ordinance for 2026, on a second reading motion handled the same way (moved Olson; seconded Danhoff) with the same unanimous vote.
Earlier in the meeting the Finance Director presented the November 2025 financial packet, including monthly cash reconciliation, pooled cash and fund balance reports, the treasurer's report, budget report and an income tax receipt summary. Council moved to approve the Finance Director's report (moved Olson; seconded Danhoff); the motion carried unanimously.
Council also accepted two holiday‑season donations. A motion by Olson, seconded by Danhoff, approved placement of $357.41 in public donations toward the Festival of Lights. In a separate motion the council accepted a $2,260.63 donation from the Willard Moose Lodge to fund employee appreciation lunches; that motion likewise passed unanimously.
All formal motions recorded in the minutes were moved by Olson and seconded by Danhoff and passed with votes recorded as yea from the seven councilmembers present. The meeting adjourned after brief comments of thanks and holiday wishes.
