Rochester Hills — The City Council on a unanimous vote approved a conditional‑use permit to allow a drive‑through pharmacy as part of a Meijer Fresh redevelopment at the former Hollywood Market site, listed in planning materials as 1495 North Rochester Road.
Planning staff described the project as a conversion of the existing shopping center building into a smaller Meijer Fresh format of roughly 47,500 square feet (transcript language on size was ambiguous and staff described the store as substantially smaller than a traditional Meijer). The package before council included a site plan previously approved by the Planning Commission, a small building addition of roughly 500 square feet, new parking islands and landscaping, a new fence and dumpster enclosures to improve buffering for adjacent houses to the west, and a replacement generator intended to reduce noise.
City planning staff (Mr McLoud) told the council the request before them was limited to a conditional use for a drive‑through window “for pharmacy purposes only.” The proposed drive‑through lane runs along the north side of the building, provides four stacking spaces, and is separated from a full maneuvering lane as required by city ordinance. Staff and the applicant said the driveway at the east end of the site will be modified to a right‑in/right‑out configuration, with a raised triangular curb island to encourage compliance and slow turning movements.
Applicant representatives said the drive‑through is intended exclusively for prescription pickup and drop‑off; the mechanism for transfer to the vehicle will be an enclosed mechanical carrier and a speaker/video system for staff interaction. Matt Levit, Meijer’s real estate manager for the project, said the pharmacy will be physically enclosed and the drive‑through will connect only to that enclosed pharmacy area.
Council members voiced support for keeping grocery service in the neighborhood and for limiting the drive‑through to pharmacy operations. Vice President Walker and others pressed the applicant for detail about the right‑in/right‑out island height and the project timeline; applicants said Hollywood Market will vacate at the end of January and Meijer expects approximately a year of construction with an opening targeted for spring–summer 2026.
Mrs Moli moved to approve the conditional use; the motion was seconded and passed unanimously. President Deal welcomed the new store to Rochester Hills.
