Bay County commissioners approve routine grants, contracts and agreements; authorize materials-plan RFP

Approvals included purchases and vendor agreements for ADA-compliance software; sheriff grants for traffic enforcement; a BCBS inmate services contract; a MCOLES continuing professional education pilot program; Byrne Justice Community Project funding; multiple school resource officer (SRO) agreements for Pinconning Area Schools, Bangor Township and a countywide SRO agreement; mosquito-control scrap-tire cleanup funding; and an RFQ for Medical Examiner services. The board also received finance items, including a General Fund equity analysis and an update on Executive Directive 2007-11.
On facilities and capital work, commissioners approved IFB 2026-02 to replace one of two chillers on the Bay County Jail, a 75,000-square-foot building, at a low-bid price discussed in the meeting of approximately $262,205. A sheriff's department representative explained the county will keep the remaining chiller for parts and maintenance.
The board authorized release of an RFP for the Bay County Materials Management Plan after staff explained the county has received roughly $110,000 in an initial round of state grant funding and is applying for a second similar amount; staff said no county match is required and that the additional funds will be folded into the same RFP rather than issued as a separate solicitation.
Employees in the Finance Department were publicly recognized for earning the Government Finance Officers Association Certificate of Achievement for excellence in financial reporting.
