Board opts to request minimum-match state bonus after counsels warn of affordability

Gloucester County School Board members debated whether to accept a state-provided retention bonus for staff that requires a local match and voted to request the minimum local-share option.

Finance staff said the Commonwealth provided a bonus pool for the division totaling $503,276 but the state requires a local match; staff presented three example options (e.g., $1,500/$750 full/part-time; $1,000/$500; or decline). Board members expressed concern about the district’s ability to provide the required local match, noting the county’s fiscal constraints. One board member asked if the board could accept the minimum required match instead of covering the larger share; staff said the board has discretion to choose the bonus level but must secure local funds and meet state certification deadlines.

After discussion the board moved to pursue the minimum local-match option and directed staff to approach the Gloucester County Board of Supervisors about using available local balances or a specific appropriation to satisfy the match. A motion was made and passed; administrators said they will draft eligibility criteria and repayment language (employees employed on or before Jan. 31, 2026, required to sign a retention agreement and repay the bonus if they rescind the contract by October 1). Staff noted the local funding request must be presented quickly to the county and that the payroll date for payment, if approved, would be June 30 to be paid in the current fiscal year.

Board members and staff described the grant structure as an "unfunded mandate" in practice, because the state requires local matching funds. The board vote to request the minimum match does not guarantee the county will provide funds; finance staff said the final amount will depend on the county’s decision.
