Lake County contracts Mesa County to administer child‑care assistance processing in pilot IGA

Lake County commissioners on Feb. 17 approved an intergovernmental agreement (IGA) with Mesa County Department of Human Services to provide administrative processing for Lake County’s Colorado Child Care Assistance Program (CCAP).
Human Services Director Laura Cruz said the arrangement is a pilot that will run through the end of state fiscal year 2027 with a not‑to‑exceed amount of $70,000 to cover Mesa County’s administrative time and costs. Cruz said Mesa County currently has staff capacity (a CCAP freeze there) and that outsourcing processing would allow Lake County to preserve a local partial FTE for in‑person outreach and partnership management while stretching the county’s CCAP allocation.
Cruz walked commissioners through current program dollars: a roughly $172,000 CCAP allocation, of which county staff had previously budgeted about $96,000 for program administration. Cruz said the county’s goal is to reduce administrative costs and increase the number of children served. “This is getting creative to manage a small case load while increasing direct services to children,” she said.
County Attorney Matt reviewed the IGA and said it had been vetted between Lake County and Mesa County legal staff. The board moved to approve the agreement and the motion passed.
Next steps: staff will track expenditures and billing from Mesa County to determine whether the arrangement reduces administrative cost per case and allows Lake County to enroll more eligible children; staff will report back during future budget or program updates.
