The Planning Commission voted unanimously on Feb. 25 to forward a favorable, conditional rezoning recommendation for 16500 Lincoln Drive, allowing a private school (Yeshivah/Torah) to add dormitories tied to its educational program.
Applicant Ari Costelitz explained the property is a functioning private school housed in a former public elementary school and that the request is to rezone the R2 single-family property to ERO (education, research, office) to permit dormitories for student safety and program needs. Commissioners and neighbors raised questions about potential non-school uses that a straight ERO rezoning could allow. Costelitz offered a conditional rezoning restricting permissible uses to educational institutions, dormitories associated with the school and religious institutions.
Staff noted that a conditional rezoning would still require subsequent site-plan review, at which time the commission would review building alterations, parking and safety measures. Commissioners said the restriction proposal addressed neighbors’ concerns and clarified that the request is not a commercial or retail conversion but an educational/dormitory use. A motion to recommend conditional rezoning with the offered limitations passed unanimously; the matter will proceed to Council for final action.
