Fanwood moves ahead with shared court services agreement with Garwood pending AOC approval

Fanwood Borough Council discussed and advanced a municipal shared court services agreement with the Borough of Garwood during its Dec. 15 meeting, saying the arrangement will combine court facilities and staff operations pending final state approval.
Councilman Anthony Carter described the agreement as a consolidation that formalizes shared facilities and personnel for municipal court operations. Attorney Scott Sammon, who represented the borough during negotiations, told the council the new shared court is scheduled to take effect Feb. 1, 2026, contingent on authorization by the Administrative Office of the Courts (AOC).
"This combines facilities and staff completely between both municipal court operations," Scott Sammon said when the agreement was summarized to the council. Council members asked clarifying questions but raised no substantive objections during the public meeting.
Council approved the related resolution as part of the consent agenda. Borough officials said they will await the AOC’s authorization and, in the interim, will finalize administrative steps for the transition. No detailed fiscal figures or staffing changes were provided during the public meeting; council indicated staff will follow up with implementation details once AOC approval is received.
The agreement aligns Fanwood and Garwood court administration functions under a single operational structure if the Administrative Office of the Courts approves the consolidation.
