Board hears budget and CIP carryovers, impact-fee uses for parks projects

Key items discussed included a $75,000 estimate to replace perimeter fencing at Candyland Park, replacement of the pickleball-court fencing (deferred), basketball-court resurfacing (estimated $16,000–$20,000), and a men’s restroom project at a parks facility that staff estimated at roughly $35,000. ‘‘That fencing at Candyland is... it's gonna eventually fall down if we get another hurricane,’’ staff said, explaining the need to replace aging perimeter fencing.
Staff described impact fees as a potential funding source for some of the maintenance and capital items. They cautioned that impact-fee funds can only be used for purposes tied to population or growth-driven needs, and staff will need to justify each proposed expenditure to the finance department before using those funds.
Board members asked whether funds remained from a previously referenced account (discussed generically as a $100,000-plus balance). Staff said there are impact-fee funds available and that some projects previously planned can be reprioritized as carryovers; staff will request formal impact-fee balances from finance and bring that information back to the board.
No formal votes were taken on these projects during the meeting; staff will provide project-level cost breakdowns and funding recommendations at a future session.
