Longwood withdraws mobility-fee comp-plan amendment citing state action and litigation

The Longwood City Commission voted May 4 to withdraw a proposed comprehensive-plan amendment that would have incorporated the city's Mobility Plan and Bicycle Master Plan into the comprehensive plan and established a mobility fee.
Community Development Director Chris Kittner explained that since the item was scheduled the intervening weeks brought either a pending state bill (SB 180 referenced in discussion) or litigation that could alter the legal footing for the city's action. Kittner said the city does not necessarily agree with the state's position but the low local impact of the amendment did not justify the time and expense of a state-level fight.
The city attorney and staff confirmed that litigation and potential state preemption could increase costs and legal risk. Given those concerns, the commission accepted staff's recommendation and withdrew the ordinance from the agenda; Kittner closed the public hearing and the commission formally removed the item.
Commissioners did not take a final vote on the ordinance content; they directed staff to revisit the proposal when legal uncertainty is resolved.
