Staff said the present contract has reached its extension limit and staff recommended issuing a request for qualifications for lobbyists to provide services beginning Feb. 1, 2026. Committee members said they have been satisfied with current services but favored inviting other proposals to ensure competitive options and to clarify expectations and contract terms.
Staff said minor clarifications were made to the RFQ language to reflect lessons learned during the previous procurement cycle and that a committee will evaluate incoming proposals before negotiation and a recommendation to the board.
Next steps: staff to publish the RFQ, receive and evaluate proposals, and return a contract recommendation to the full board for approval.
