Civil Service Commission approves multiple job classifications and pay-range changes, including airport coordinator and sheriff pay-band updates

The St. Louis County Civil Service Commission on Jan. 20 approved a package of job-classifications and pay-range adjustments covering parks, airport, sheriff's deputies and other county positions.
The commission approved the establishment of job class L218 (maintenance worker lead) and several parks classifications including M824 (manager of the soccer complex), M825 (superintendent of parks and recreation ' fiscal) and M826 (superintendent of parks and recreation). Brian Schaefer, director of Parks and Recreation, said the changes resulted from standard comp-and-class reviews and a job-audit process that included market research and interviews.
The commission also approved M270 (airport operations coordinator) after John Bales, director of Spirit Airport, described the role as "critical" for a largely self-supporting airport that must comply with FAA and Missouri Department of Transportation rules. "Many airports similar our size and larger have one or more of these," Bales said.
Parks staff requested an accommodation for an incumbent scheduled for reclassification. Because the incumbent, identified in the record as Mr. Hayes, received fair-service pay-plan adjustments he would otherwise fall into an "over max" status when the position's pay range changed; staff asked that he be allowed to remain in over-max status rather than suffer a pay reduction. Commissioners approved both the new job class and the request to allow the employee to remain in over-max status.
Sheriff Scott Kefir urged the commission to raise starting pay for multiple deputy classes (T611, T612, T615, T621, T623, P592), citing starting salaries near $15 an hour for positions that require firearms certification and specialized duties. "Those deputies carry firearms as part of their everyday duty and they're certified on those firearms," Sheriff Kefir said, arguing the existing bands did not reflect the duties. The commission approved the recommended adjustments as a package.
Other approvals included a revised pay range for M822 (deputy director, parks and recreation), a reclassification of a customer-service specialist presented by Administration staff, and a salary transfer increase for Dana Davis to align her pay with her new department. Most items were approved by voice vote.
The commission recorded motions and voice approvals on each agenda item and set its next regular meeting for Feb. 17, 2026.
Many of the classification requests were presented as the product of formal comp-and-class reviews; commissioners did not request additional study for the items on the Jan. 20 agenda.
