Southborough Board of Health: resident complaint ruled outside jurisdiction; enforcement visit and preparedness updates reported

The Town of Southborough Board of Health on April 7 voted to have staff inform a resident that complaints about a neighbor's dog barking and security cameras are outside the board's authority and advised the resident to contact police if concerns persist.
Staff summarized a written complaint and said the health department had previously told the resident those issues fall outside its jurisdiction. "These two items are not within the jurisdiction of the board of health or the health department," Chelsea said during the meeting, asking the board to back staff in its response. The board moved and voted to approve staff communicating that determination to the resident.
Separately, health department staff reported that recent food inspections are up to date and without concerns. Chris, a department staffer, described a visit he and Vinnie made to an establishment operating on Turnpike Road (identified in the packet as "Body Works"). He said the business had been sent regulatory notices and that staff informed the operator of licensing requirements and gave time to comply; the visit was conducted with counsel's guidance.
The board also heard a presentation on an updated farmers market application (see separate story). Staff reported a multi-hour measles tabletop exercise held for school nurses with a neighboring health department; staff said nurses felt better prepared and that Southborough has not had a measles case. The meeting included an update on the state/local performance-standard survey administered through Mass DPH and an announcement that the board will wait until both towns complete their town meetings before deciding on a small opioid-fund request for the school district.
The board confirmed meeting dates through July and opened but received no public comment. A motion to adjourn at 9:20 a.m. was approved.
