The Village of Antioch Planning & Zoning Board on Nov. 26 voted to approve a package of land‑use actions for a three‑outlot commercial development west of the new Kia dealership on Route 173, including special‑use approval for two drive‑through lanes and approvals of the preliminary and final plats and site plan, subject to staff stipulations.
Staff presented the proposal and said it met the two required special‑use findings: the project would not be injurious to adjacent property uses or values and it is consistent with the village’s comprehensive plan and the Route 173 commercial corridor. The staff report recommended a "favorable recommendation for special use" and for site plan and plat approvals, with specific stipulations for architecture, landscaping, photometrics, and engineering review.
The applicant described three outlots: lot one for a Valvoline oil‑change facility, lot two a multi‑tenant retail center (roughly 6,000 sq. ft. proposed with a drive‑through endcap) and lot three proposed for a Chipotle (mobile pickup lane concept). Adam, representing Core Acquisition, clarified that Chipotle’s configuration is a mobile‑order pickup lane rather than a traditional menu‑board drive‑through and that tenant LOIs exist but final leases were not signed.
Staff and applicant said parking, stacking and dimensional requirements comply with village ordinance: the applicant proposed 50 parking spaces for the retail center where 22 were estimated required, 26 spaces for the Chipotle where 20 were required, and measured drive‑aisles and stacking exceeded minimums. Staff also described architecture changes requested to tie the three lots together (cultured stone, pilasters) and described a regional stormwater retention pond to serve the development; final engineering will be reviewed by the village’s consultant (HR Green) prior to recordation.
Commissioners asked about ADA access, lighting timing, signalization at Lincoln Avenue and the schedule. Staff and the applicant said IDOT retains jurisdiction over Route 173 and that signalization at Lincoln will require meeting IDOT warranting standards; the developer (Brown LLC) has committed to off‑site improvements including turn lanes concurrent with development if required by agreements and IDOT approvals. The applicant said it hopes to begin construction in late spring or early summer, pending lease execution and outstanding engineering reviews.
The commission approved the special‑use and the plats/site plan by roll call. Staff will work with the applicant on stipulated conditions and building/monument signage will return for administrative review as tenants finalize designs.
