Two Rivers awards $349,985 water-main contract to Vinton Construction

The Two Rivers city council voted April 6 to award Contract 1-2026 for water-main improvements along State Highway 42 (Lincoln Avenue) to Vinton Construction, the lowest responsible bidder, in the base amount of $349,985. Council authorized a 10% contingency, bringing a not-to-exceed total of $384,983.50.
Staff said the project will replace approximately 2,200 feet of aging water main north from Lincoln and 35th Place, targeting sections with a high number of breaks. Funding is expected to be primarily supported through the Wisconsin DNR Safe Drinking Water Loan Program, which staff described as a favorable 20-year financing option.
Council discussion noted the system contains roughly 72 miles of water main, with about 12% more than 100 years old. Staff described an ongoing multi-decade replacement challenge and said the project addresses a frequent break area near Rita’s Supper Club and the Mahuts/Fogeltanz/high-school loop.
The motion to award the contract to Vinton Construction carried on a roll-call vote.
